Decision Pending queue is not updating

Hello Gurus,

We are having an issue where the user cannot view the status of their own request in GRC 10.1 Access Control.  Queue shows empty even user creates request by themselves.  Issue is Decision Pending queue is not updating.  We have two system landscape (Dev and Prd).  Dev is perfectly okay, where the Pending queue shows the status of the open request.  Appreciate your views and thoughts to resolve this issue.

We are on GRC 10.1 SP9.
