Cost settlement from cost centers to WBS

Hi,

I was wondering if assessment cycle can be used allocate cost of cost center to project (WBS). As we can use assessment to allocate cost from cost center to cost center in that receiver section space for WBS exists. But i learned that there is some oss note which need to be applied to make WBS element as reciever cost. Does anybody faced this situation and have some more information?
